libhopsyarn and libhopsnvml shouldn't be included in the pom files.

Is this in the hops-meta-dal-impl or in hops?
It's ok to include anything Apache licensed in hops. We can include apache/gpl in hops-meta-dal-impl.
The libraries are in hops-metadata-dal-impl and in hops-gpu-manager-implementation. Hops shouldn't depend on them but it does. I think it is for some tests, so it should not be too difficult to remove the dependency.
